The theme of Europan 18, Re-sourcer gives us the opportunity to propose a project methodology that aims to support a profound change in the existing housing system, promoting social and environmental justice and the self-determination of residents. As a global community, we are faced with a choice. Multiple crises on the horizon are forcing us to rethink our way of life. Do we want this transition to be a source of shared prosperity and international solidarity, or of social friction and hierarchy ?

We choose to move forward, first to avoid reducing complex emergency phenomena to their simplest components (in which housing and land are reduced to capital goods, and where the construction industry destroys territories) but above all to avoid considering these phenomena as more fundamental than those observable in a neighbourhood. It is a question of embracing this world’s complexity andengaging in resistance through collective action.

This project, which is part of a long-term approach formalised by the community's ongoing work, cannot result in a detailed and definitive scenario. Consequently, mapping stakeholders, analysing data to understand residents' dynamics, seeking to create conditions for residents' self-determination, and transforming owners' roles into those of cooperators lay foundations for a long-term project, the direction of which will be determined as the community becomes more permanent.
The community must transform light and ephemeral experiences, based on the will of residents and neighbourhood stakeholders, into a broader project in which the various stakeholders will play a truly active role.

Both the framework and resources are developed collaboratively and over a long period of time. Here is a two-part timeline for the project. During the first 12 months, clear methodological guidance is provided. The remainder of the project describes the transformation of the neighbourhood and its structures, accompanied by fictional examples.
